If you can download 22.4 MB faster than you can copy 2.4 GB, you're going to see download stalls as the download queue gets starved. To give you an idea of the downloaded/copied disparity for Dota 2, I just pulled some info on their sizes in a recent patch.
As to why it affects you and not your friend, perhaps his drives do the I/O fast enough that it doesn't become apparent.
It shouldn't really affect the overall time to update, though. They could probably fix this by rejiggering the algorithm a little so it downloads every needed chunk up front, and doing the copying in parallel or after. So the bits where your download stops, as far as the algorithm is concerned, it's making progress in the update process, but that progress doesn't require downloading anything at that exact moment, so it isn't. Some games, like Dota 2, are unusual because even though the updates are relatively small, the files that are being updated are comparatively large, so the major part of the update process is actually just copying old data.
It downloads some chunks of the updated file, and it copies the unaffected chunks over from the regular install. The new delta-patching algorithm works by building the new version of each updated file in a separate folder.
